The author is correct, spamming infantry doesn't really work that well faced with fortified buildings that are near impossible to flank. Spamming snipers or morters, however works wonderfully for rapid advances. If you like urban combat, your likely to like this map. If you like more fluid & mobile combat however, your unlikely to like this map much.
Readme File: Extract the file (City 17.sga), you will probably want to use win-zip for this.
Then place the file into Documents/My Games/Company of Heroes/WW2/Scenarios
Once you have done this then you will need to bring up the properties of a desktop shortcut to CoH, on the second bar (target) you need to insert '-dev' onto the end:
COH.exe" -dev (remember the all important space before -dev.

There's a few problems with this map, mostly related to sectors which don't connect properly. I played against a single AI player and found I couldn't build any buildings at all. When I got to the other end of the map, the AI had built two buildings but there were no units. Supply is also extremely low.
There's also a building owned by one of the players - not to serious but its quite difficult to destroy.
Its also worth renaming the files so they match the scenario title - very confusing otherwise.
Map detail is very good, though, and I'm sure if you fix the above it has the makings of a great map.

Thanks for that I hadn't actually noticed the big building converts to whichever player takes it first, I'll remove that and replace it with another..
Also which AI were you playing against? Because I did find in testing that AI could be beaten quite easily sometimes even hards were quite simple to defeat..
And finally I think you not being able to build buildings is down to one of the players on either team having zero building zone area as players 2 & 5 were last minute additions requested by my friends and so try playing as either slots 1/3 or 4/6. If it gives you any more problems let me know
PS. the supply is intentionally low to try and force both teams into using a mixed bag of infantry and tanks rather than just getting to the armor stages and then spamming tanks and cars, with little fuel, tanks become a commodity and need to be used in conjunction with infantry, but yes you are right in that it is a little too low, I may need to boost the number of points.
3v3 - I found that the AI gave a hard fought game on hard with the main action on the North - South road. Each team will build, but it takes a while and they will eventually set up buildings on other bases ground. It is a very replayable map and I am going to try the 1v1 next. Though fairly symmetric, it doesn't give that away in the design.
Your plan to keep the resources low leads to a good long game with, as you predicted, a mixed bag of units being made.

If it does need opening (and I don't think it does) you need to use win-zip, can be found for free on the internet and most computers have it
If it downloads as the file city 17 with 'doc page' logo then just place it in the appropriate area : Documents/My Games/Company of Heroes/WW2/Scenarios
If that doesn't work then you might need to ask some other people on this site who downloaded it
